The National Cybersecurity R&D Laboratory (NCL) participated in Locked Shield 2024, hosted by NATO CCDCOE

The National Cybersecurity R&D Laboratory (NCL) was in Estonia from April 22 to 26 2024 to participate in Locked Shield 2024, the world’s most advanced live-fire cyber defense exercise hosted by the NATO Cooperative Cyber Defense Center of Excellence (CCDCOE). Over 4000 experts from more than 40 nations participated in Locked Shield 2024, training to protect the infrastructure of a fictional nation in a simulated environment.

As part of the DFIR development team, NCL developed a set of evidence and CTF questions based on NCL's RAIL SYSTEM Cyber Range. NCL would like to thank NATO CCDCOE for giving us the opportunity to participate in Locked Shield 2024.

All the participants confronted a series of challenges that replicate the complexity of real-world cyber defense, including critical thinking, strategic decision-making, legal considerations, crisis communication, and strategic planning, all aimed at bolstering their cyber defense capabilities.

The exercise aimed to help nations develop their capabilities to face cyber threats as a coalition, as stated by Dr. Mart Noorma, the Director of the NATO CCDCOE, during the opening. The heightened participation of various nations and partners highlights the global significance and impact of Locked Shields 2024, underscoring its critical role in strengthening international cyber defense cooperation. As a platform, Locked Shields facilitated the exchange of best practices, the innovation of strategies, and the collective enhancement of cyber incident response capabilities among countries.

About NCL:

NCL offers computing resources and controlled experimentation environments to facilitate collaborative research among academia, government bodies, and industry. The NCL Cybersecurity Compute Infrastructure (CCI) comprises a cluster of 300+ nodes with diverse provisioning mechanisms, security data, and security services. The NCL CCI provides a realistic and safe environment to test and validate before the systems are deployed in production.

NCL Testbed is set up to support cyber-security researchers engaged in the research, development, experimentation, and testing of innovative cybersecurity technology. NCL supports a wide range of training and cyber exercises, including CTF events.

NCL’s cloud services include:

  • Compute & Baremetal.
  • GPUs.
  • Custom cybersecurity environments such as replaying APT & various cyberattacks.
